Safety Standards Appeal Board
Member Biographies
The Safety Standards Appeal Board is established under the Safety Standards Act for the purpose of hearing appeals of decisions made under the Safety Standards Act and the Homeowner Protection Act.
The Board consists of the following part-time members who were appointed by the responsible Minister through a merit-based process for a term of two to five years.
Haydn J. A. Acheson
Mr. Acheson is currently an executive with DTK HO Enterprises LTD. as President of Harmony Airways. He has held several senior executive and management positions with Harmony Airways, Air Canada and Canadian Airlines including Vice‐ President Operations, Vice‐President Customer Service and Operations and Vice‐President Flight Operations and COO. In addition, Mr. Acheson has an extensive labour relations background, including grievances, arbitrations and contract bargaining. He is also a retired Airline Captain with over 15000 flying hours. He holds a Bachelor of Education degree from the University of British Columbia and completed the residential executive development program (RPED) at UBC in 1996. He was formerly on the Board for MTU and former chairman of the Selkirk College Aviation Advisory board. In the past he was vice‐president and master executive chairman for the Canadian Airline Pilots Association (CALPA) at CPAIR. Currently he is on the board (aviation) for the Exchange Income Corporation in Winnipeg, is the City of Richmond's citizen representative on the YVR Noise committee, and member of the Richmond Family and Youth Court Watch Committee.
Emily C. Drown
Emily C. Drown is a lawyer with the law firm of Cox, Taylor, which is located in Victoria, BC. She has a busy civil litigation practice, which includes a focus in construction law among other matters. She has appeared before a number of administrative tribunals in British Columbia as counsel. As part of her legal education, Ms. Drown took courses focusing on alternative dispute resolution and administrative law.
Abigail Fulton
Ms. Fulton is Vice-President of the B.C. Construction Association, an organization representing over 1,700 construction firms throughout B.C. A lawyer by profession, she previously practised commercial and corporate law in Manitoba, where she also served as chair of the mental health review board. In addition to her legal background, Ms. Fulton has specialized training in negotiation and conflict resolution.
Tim Haaf
Mr. Haaf is the operations manager, chief engineer for BC Hydro's Burrard Generating Station. Prior to this position, Mr. Haaf was the chief engineer at both Norampac Papermill and Imperial Oil. He is a member of the Institute of Power Engineers and has served as Vice President for the Institute.
Jan L. Kernaghan, Q.C.
Jan Kernaghan is a lawyer by profession. Her last position was the Registrar of the Court of Queen's Bench for Saskatchewan and the Provincial Court of Saskatchewan. In addition to many years experience in private practise, Ms. Kernaghan has extensive board experience having been the chairperson of a regional health authority and a member of the Saskatchewan Human Rights Commission.
Rodrick K. MacKinnon
Rod MacKinnon is a lawyer practising with Munro & Crawford law firm in Vancouver. Mr. MacKinnon was called to the bar in 1972 and joined Munro & Crawford in 2001. Before joining Munro & Crawford, he spent many years as corporate counsel with Genstar, Imasco and Seaspan. Mr. MacKinnon holds his Bachelor of Arts in Political Science from the Royal Military College of Canada, and his Bachelor of Laws from Dalhousie University Law School.
Keith Saddlemyer
Mr. Saddlemyer is a management consultant from Victoria. He works with both public and private sector clients. His education includes a bachelor of administration, masters of public administration, law degree and graduate studies in economics. Mr. Saddlemyer has held a broad range of senior positions with the provincial and federal governments. In recent years, he has chaired the BC Human Rights Tribunal, the BC Mushroom Marketing Board and BC Property Assessment Appeal Board.
Ted Simmons
Mr. Simmons is chief instructor of the Electrical Apprenticeship Program at BCIT. Prior to joining BCIT in 1989, he worked in the electrical field for many years as an electrician, foreman, project supervisor and from 1986 to 1989 as a provincial electrical inspector. Mr. Simmons is a member of the CSA Part I Regulatory Committee for the Canadian Electrical Code and is the current chair of Section 84 Cathodic Protection and current vice chair of Section 50 Solar Photovoltaic Systems. Mr. Simmons is also a long-serving member of the Electrical Wiring and Equipment Standards Committee, a technical subcommittee of the Electrical Safety Advisory Committee.
Angela Westmacott
Ms. Westmacott is a Victoria lawyer with the law firm of Lovett & Westmacott which specializes in public law. She has extensive experience acting as advisor and counsel for various administrative tribunals and public bodies. Her law practice focuses on administrative, constitutional, human rights and freedom of information and privacy issues. She is also a past member of the former Human Rights Council.
