Safety Standards Appeal Board

Board Member Biographies

The Safety Standards Appeal Board is established under the Safety Standards Act for the purpose of hearing appeals of decisions made under the Safety Standards Act and the Homeowner Protection Act.

The Board consists of the following part-time members who were appointed by the responsible Minister through a merit-based process for a term of two to five years.

Ed Bradbeer

Mr. Bradbeer is a retired inspector, supervisor, manager of field operations and acting director for the Gas Safety Branch of the Province of BC. He worked in this area for over 20 years. Prior to this position, he was employed by BC Hydro for 17 years as a labourer, instructor, industrial technician and customer service representative. Following his retirement, Mr. Bradbeer served as director of the BC Retired Government Employees Association while remaining active in his community and serving three terms on the Port Moody/Burrard Thermal Liaison Committee. He is a past president of the Port Moody Lacrosse Association, and past member of the Port Moody Athletic Society.

Dennis Burke

Mr. Burke was the chief inspector and chief electrical inspector for the City of Victoria until his retirement in 1996. He has contributed his time and expertise on a number of the Ministry's boards and committees over the years. Mr Burke is a past member of the Electrical Safety Advisory Committee (ESAC) and a former chair of two of ESAC's technical subcommittees, as well as being the chair of the electrical appeal board for a number of years.

Bruce Campbell

Mr. Campbell has over twenty years experience in the planning, design and construction management of Electrical Engineering projects in the field of Building Design, Transmission, Generation, Controls and other engineering studies. He is a 1971 graduate of UBC with a Bachelor of Applied Science (Electrical). Mr. Campbell is a Senior Engineer and Principal for Roy Campbell Ltd and is long time Member of Association of Professional Engineers, Geologists and Geophysicists of BC, Alberta, and the Northwest Territories.

Pinder K. Cheema

Ms. Cheema is an accomplished barrister who has developed a strong interest in administrative law. She was a lawyer member of the former Health Care and Care Facility Review Board, a chair and member of the B.C. Benefits Tribunal, and is currently a member of the Community Care and Assisted Living Appeal Board. In addition to outstanding legal skills, she has professional and personal experience working with individuals with a mental illness and speaks three languages.

Emily C.Drown

Emily C. Drown is a lawyer with the law firm of Cox, Taylor, which is located in Victoria, BC. She has a busy civil litigation practice, which includes a focus in construction law among other matters. She has appeared before a number of administrative tribunals in British Columbia as counsel. As part of her legal education, Ms. Drown took courses focusing on alternative dispute resolution and administrative law.

Rick H. Dumala

Rick Dumala is the retired fire commissioner of British Columbia, a position he held for 16 years. He was responsible for the application, interpretation and enforcement of provincial fire safety legislation as it related to buildings and associated activities. He is a professional engineer with Bachelor of Applied Science and Master of Engineering degrees in mechanical engineering and a member of the Society of Fire Protection Engineers. He has served on advisory councils and committees dealing with all aspects of safety for Canadian and American standards writing and testing organizations and the National Research Council of Canada.

Abigail Fulton

Ms. Fulton is Vice-President of the B.C. Construction Association, an organization representing over 1,700 construction firms throughout B.C. A lawyer by profession, she previously practised commercial and corporate law in Manitoba, where she also served as chair of the mental health review board. In addition to her legal background, Ms. Fulton has specialized training in negotiation and conflict resolution.

Tim Haaf

Mr. Haaf is the operations manager, chief engineer for BC Hydro's Burrard Generating Station. Prior to this position, Mr. Haaf was the chief engineer at both Norampac Papermill and Imperial Oil. He is a member of the Institute of Power Engineers and has served as Vice President for the Institute.

Ken Harper

Ken Harper is a certified master plumber and gas fitter who owned and operated his own plumbing and gas contracting business for many years before joining the City of Vancouver in 1975 as a district plumbing and gas inspector. During his service with the city he served on a number of provincial and national regulatory and code committees and was appointed as supervisor of the city's plumbing and gas Inspectors in 1987. In 2005, Mr. Harper completed a seven year commitment with the National Research Council of Canada as a member of the Standing Committee on Building and Plumbing Services which developed the 2005 National Model Construction Codes. From 2002 until his recent retirement, he was the chief plumbing and gas inspector and manager of the City of Vancouver's Plumbing Inspection Branch.

Scott H. Henderson

Scott Henderson was with the Vancouver Fire Department for over 29 years, during which time he held a variety of posts. After several years working as a firefighter at every fire hall in the city, he became a fire prevention inspector for the city and local assistant to the Provincial Fire Commissioner. The post included fire inspection and prevention within all occupancies as well as inspections of industrial and commercial sites to ensure compliance with municipal and provincial statutes governing hazardous processes and operations. During his service with the department Mr. Henderson held a number of posts, including lieutenant care institutions, schools inspector and captain of district inspections, acting captain of fire investigations and public education. He took a leading role in the department's Fire Upgrading Task Force which resulted in a higher level of life and fire safety for hundreds of residential buildings of various size and age. Prior to his retirement, Mr. Henderson was the Assistant General Manager / Deputy Chief Fire Prevention for the City of Vancouver.

Nick Keogh

As President of Interact Inspection Corporation Mr. Keogh brings over forty years of experience to the elevator industry. This includes ten years as an elevator company owner and a further ten years in the application and development of provincial regulations and national codes. He has been a member of the Association of Chief Elevator Inspectors and Vice-Chair of the CSA Advisory Council on Elevating Devices. Mr. Keogh is a graduate of the College of Technology in Dublin, Ireland.

Jan L. Kernaghan, Q.C.

Jan Kernaghan is a lawyer by profession. Her last position was the Registrar of the Court of Queen's Bench for Saskatchewan and the Provincial Court of Saskatchewan. In addition to many years experience in private practise, Ms. Kernaghan has extensive board experience having been the chairperson of a regional health authority and a member of the Saskatchewan Human Rights Commission.

Gerald Reinders

Mr. Reinders is President and CEO of the Granby Group of Companies, located in Richmond. He is Gold Seal Certified and is a professional manager with over 40 years experience in the electrical industry. He has served as Chair of the Electrical Contractors Association of BC's (ECABC) Electrical Industry Safety Task Force. Mr. Reindeers is also a director of the ECABC and Canadian Institute of Management BC branch, is a member of the Vancouver Regional Construction Association and the Independent Contractors and Business Association of BC.

Keith Saddlemyer

Mr. Saddlemyer is a management consultant from Victoria. He works with both public and private sector clients. His education includes a bachelor of administration, masters of public administration, law degree and graduate studies in economics. Mr. Saddlemyer has held a broad range of senior positions with the provincial and federal governments. In recent years, he has chaired the BC Human Rights Tribunal, the BC Mushroom Marketing Board and BC Property Assessment Appeal Board.

Ted Simmons

Mr. Simmons is chief instructor of the Electrical Apprenticeship Program at BCIT. Prior to joining BCIT in 1989, he worked in the electrical field for many years as an electrician, foreman, project supervisor and from 1986 to 1989 as a provincial electrical inspector. Mr. Simmons is a member of the CSA Part I Regulatory Committee for the Canadian Electrical Code and is the current chair of Section 84 Cathodic Protection and current vice chair of Section 50 Solar Photovoltaic Systems. Mr. Simmons is also a long-serving member of the Electrical Wiring and Equipment Standards Committee, a technical subcommittee of the Electrical Safety Advisory Committee.

Mel Steemson

Mr. Steemson has over 29 years in power engineering, including natural gas processing, sawmill power house operation, and electric power production. He is operations technical manager for BC Hydro's Burrard Generating Station and was previously operations manager and chief engineer there. He has also been the plant manager and chief engineer for BC Hydro's Fort Nelson Generating Station. He holds a First Class Power Engineering Certificate; he has also completed numerous technical, management and emergency response courses and has studied at the Southern Alberta Institute of Technology in Calgary. He is a Certified Engineering Technologist.

Barry Thorson

Mr. Thorson is the president of a consulting firm that specializes in building code consulting, certified professional services, project management and structural engineering. His previous experience involves design and construction of a variety of projects in residential, commercial, institutional, and industrial facilities. Mr Thorson is a graduate of the University of British Columbia.

Angela Westmacott

Ms. Westmacott is a Victoria lawyer with the law firm of Lovett & Westmacott which specializes in public law. She has extensive experience acting as advisor and counsel for various administrative tribunals and public bodies. Her law practice focuses on administrative, constitutional, human rights and freedom of information and privacy issues. She is also a past member of the former Human Rights Council.
